Galactic Star Union Constitution

Preamble

We, the sovereign peoples, worlds, and civilizations of the Galactic Star Union, mindful of the long journey from division to unity, from conflict to cooperation, and from isolation to shared destiny, do hereby establish this Constitution as the supreme charter of our Union.

We are bound not merely by treaties, but by the recognition that the fate of the stars is shared by all who dwell among them. Across the distances of light-years, between suns of every hue, and upon worlds of every climate, we pledge to uphold the principles of liberty, justice, mutual defense, peaceful coexistence, scientific enlightenment, and the preservation of the rich diversity of life.

To these ends, we ordain and establish this Constitution — to protect the rights of all sentient beings, to preserve the self-determination of worlds, to promote the prosperity of the many over the power of the few, and to ensure that the Galactic Star Union shall endure for generations yet unborn.

Article I — Membership and Representation

The Galactic Star Union recognizes the diversity of civilizations, planets, and polities across the galaxy, establishing categories of membership to ensure fair governance, security, and integration.

Member Worlds are planetary systems, artificial habitats, or interstellar polities that have acceded to the Union, enjoying full legislative participation, legal protection, and access to Union services, while obligated to comply with Union laws, contribute to collective defense, and maintain infrastructure standards.

Non-Member Worlds maintain formal relations without full membership, eligible for observer roles, treaties, and limited access to Union services, but with no voting authority.

Observer Worlds may attend legislative sessions, submit recommendations, and participate in exchanges, but possess no binding votes.

Associate Members, including colonies or regional alliances, may hold provisional or partial membership, with rights and obligations determined case by case, and may transition to full membership.

The Council of Worlds serves as the lower legislative chamber, representing Member Worlds proportionally to population, initiating legislation, overseeing the Union budget, and maintaining committees on finance, trade, civil rights, science, environment, and defense. Delegates serve three-year terms with limits on consecutive service.

The Senate of Systems functions as the upper chamber, providing equal representation for each Member World, reviewing legislation, confirming appointments, ratifying treaties, and adjudicating impeachments. Senators serve six-year terms, with staggered appointments.

Legislation requires approval from both chambers, with conflicts resolved through Joint Conference Committees. Special provisions safeguard minority populations and less populous worlds.

Non-Member and Observer Worlds may participate in committees and discussions but cannot cast binding votes.

Article II — Executive Branch

The President is elected by the Galactic Electoral College for a four-year term, limited to two consecutive terms. The President enforces laws, conducts foreign affairs, commands Galactic Star Command, appoints Cabinet officers and judges with Senate consent, and issues executive orders within constitutional authority. The President is accountable to the legislature and judiciary and may be removed via impeachment and Senate conviction.

The Vice President, elected alongside the President, presides over the Senate and casts tie-breaking votes. The Vice President may assume additional executive duties and is not subject to term limits, eligible to run for the presidency.

The Cabinet comprises heads of executive departments, including Defense, Science and Exploration, Commerce and Industry, Interstellar Relations, Justice, Internal Security, Education and Culture, Health and Welfare, and Environmental Affairs. Cabinet members implement policies, advise the President, and coordinate interdepartmental initiatives, subject to Senate confirmation and oversight.

Article III — Judicial Branch

The Galactic Supreme Court holds original jurisdiction over constitutional interpretation, disputes between Member Worlds, and high-level Union law, with appellate authority over lower courts. It comprises nine justices appointed by the President with Senate confirmation, serving lifetime terms until mandatory retirement at age 75.

Lower courts adjudicate civil, criminal, commercial, and administrative matters, including specialized tribunals for interstellar trade, environmental law, and diplomatic incidents. Judges are appointed by the President with Senate consent and serve fixed renewable terms.

Article IV — Legislative Bodies

The Council of Worlds represents Member Worlds proportionally to population, with a minimum of one seat per world. Delegates serve three-year terms and oversee legislation, budgets, and committees. Non-Member Worlds have one non-voting representative.

The Senate of Systems provides equal representation, two senators per Member World, serving four-year terms with a two-term limit. The Vice President presides, with a President pro tempore elected in their absence. Non-Member and Observer Worlds may hold non-voting seats.

Bills may originate in either chamber (except budget bills from the Council), undergo committee review, hearings, amendments, and require majority approval in both chambers. The President may veto legislation, overrideable by two-thirds of each chamber. Expedited procedures exist for emergency legislation under judicial oversight.

Article V — Rights and Freedoms

All inhabitants enjoy freedom of thought, conscience, religion, expression, and peaceful assembly. The Union shall not establish or endorse any state religion. Life, liberty, and property are protected; discrimination based on race, species, gender, culture, special needs or origin is prohibited. Rights to education, healthcare, and equitable access to resources are guaranteed.

Article VI — Galactic Star Command

Galactic Star Command maintains peace, security, exploration, humanitarian operations, and scientific research. It operates under civilian oversight, led by a Chief of Star Command appointed by the President and confirmed by the Senate. Personnel adhere to ethical conduct, accountability, diplomacy, and scientific standards. Operations include fleet deployment, crisis response, interstellar law compliance, and proportional use of force. Transparency is maintained via reports to the President, Council, Senate, and the public.

Article VII — Elections

The Galactic Electoral College elects the President and Vice President every four years. Electors are apportioned based on combined Council and Senate representation. Procedures cover nominations, voting, dispute resolution, and emergency contingencies.

Article VIII — Fiscal Matters

The President submits an annual budget detailing revenues and expenditures. The legislature approves all appropriations and taxes. Financial audits and reports are publicly available to ensure transparency.

Article IX — Interstellar Relations

The Union conducts diplomacy through ambassadors and missions. Treaties require Senate ratification. The Union prioritizes peaceful coexistence, conflict resolution, and collective defense arrangements.

Section 1 — Proposal of Amendments

Amendments to this Constitution may be proposed in two ways:

By a two-thirds vote of both chambers of the Union legislature.

By a Constitutional Convention called upon the request of two-thirds of the Member Worlds.

All proposed amendments must include full text, purpose, and anticipated impact on Union governance and rights.

Section 2 — Ratification of Amendments

Amendments become effective only after ratification by three-fourths of the Member Worlds. Ratification may occur through legislative approval or by specially convened conventions in each Member World.

Section 3 — Limitations on Amendments

Amendments may not:

Abrogate or diminish fundamental rights guaranteed to all sentient beings.

Alter the democratic structure of the Union or the separation of powers between legislative, executive, and judicial branches.

Remove or diminish the protections ensuring equitable representation of Member Worlds in the Senate of Systems.

Section 4 — Emergency Amendments

Emergency amendments may be enacted in extraordinary circumstances affecting the security, survival, or integrity of the Union. These amendments must:

Be approved by a supermajority (at least 90%) of both legislative chambers.

Be limited in duration and scope.

Undergo judicial review by the Galactic Supreme Court to ensure compliance with the Constitution’s core principles.

Section 5 — Publication and Transparency

All amendments, proposed or ratified, shall be:

Published in full in Union records.

Distributed to all Member Worlds’ legislative and public channels.

Maintained in publicly accessible archives to ensure transparency and awareness among all citizens of the Galactic Star Union.

Section 6 — Full Text of Amendments

Amendment I — Fundamental Freedoms

 All inhabitants of the Galactic Star Union have the right to freedom of speech, thought, religion, assembly, press, and petition. These freedoms may only be limited when necessary to prevent direct violence, incitement of rebellion, or threats to interstellar security. Religious freedom guarantees protection from coercion and equal treatment for all faiths or none.

Amendment II — Right to Defense

 All sentient beings possess the inherent right to self-defense. Individuals and communities may form regulated militias under Union oversight for collective security. Restrictions apply solely to prevent unlawful violence, insurrection, or endangerment of other worlds.

Amendment III — Protection from Arbitrary Detention

 No person shall be unlawfully detained, imprisoned, or tortured. The rights of habeas corpus and access to fair and timely trials are guaranteed for all inhabitants, regardless of species or world of origin.

Amendment IV — Search and Seizure Protections

 Searches, seizures, or inspection of property, vessels, or data repositories may only occur under probable cause and require judicial warrants issued by competent Union authorities. Exceptions exist solely in narrowly defined emergency situations, subject to post-event review.

Amendment V — Rights of the Accused

 All individuals accused of violations of Union law have the right to due process, legal representation, protection from double jeopardy, and the right to remain silent. These rights apply across all Member Worlds and Union jurisdictions.

Amendment VI — Fair Trial Rights

 Every individual is entitled to a speedy, public trial before an impartial tribunal. Accused persons may confront witnesses, present evidence, and have legal counsel of their choice. Trials shall respect the dignity and diversity of all species.

Amendment VII — Jury Trial

 The right to a trial by jury is preserved for civil cases exceeding thresholds established by Union law. Jurors shall be selected to reflect cross-species representation and impartiality.

Amendment VIII — Prohibition of Cruel and Unusual Punishment

 Excessive fines, cruel or degrading punishment, and inhumane treatment of any sentient being are prohibited in all judicial and disciplinary proceedings.

Amendment IX — Unenumerated Rights

 The enumeration of rights in this Constitution shall not be construed to deny or disparage other rights retained by the citizens and inhabitants of the Union.

Amendment X — Powers Reserved to Member Worlds

 All powers not expressly delegated to the Union by this Constitution remain reserved to the Member Worlds, preserving local governance, culture, and internal affairs.

Amendment XI — Lawsuits Against Member Worlds

 Member Worlds may not be subjected to Union court actions without their consent, except in matters involving violations of Union law or interstellar treaties adjudicated by the Galactic Supreme Court.

Amendment XII — Election Procedures

 The procedures governing the election of the President and Vice President, including the operations of the Galactic Electoral College, nomination, voting, and dispute resolution, are refined and standardized under Union law to ensure fairness, transparency, and accuracy.

Amendment XIII — Abolition of Involuntary Servitude

 Slavery, indentured servitude, or any form of coerced labor is strictly prohibited in all Member Worlds and Union jurisdictions.

Amendment XIV — Citizenship and Equal Protection

 Union citizenship shall be defined by birth, naturalization, or recognized legal status. All citizens are entitled to equal protection under Union law, regardless of species, origin, or home world.

Amendment XV — Voting Rights

 No citizen may be denied the right to vote based on race, species, origin, or other intrinsic attributes. Voting shall be accessible, secure, and universal for all qualified inhabitants of Member Worlds.

Amendment XVI — Federal Income Tax

 The Union is authorized to levy taxes, tariffs, and other revenue measures to fund operations, infrastructure, exploration, and defense. Allocation and oversight are subject to legislative approval.

Amendment XVII — Direct Election of Senators

 Senators shall be directly elected by citizens of their Member Worlds unless alternative procedures are legislatively ratified to ensure fair and representative selection.

Amendment XVIII — Prohibition of Certain Substances

 The Union may regulate substances deemed hazardous to public health, interstellar safety, or planetary environments. Restrictions are enacted only following scientific assessment, legal review, and legislative approval.

Amendment XIX — Gender Equality in Voting

 Voting rights shall be guaranteed regardless of gender, gender identity, or reproductive status. All electoral processes must be free from discrimination or systemic bias.
